I was elected to
the Board of Directors of the Commercial Bank of Kuwait in 2000, for
the first three year term. In August 2004 I was elected to serve as
the Chairman of the Board and Managing Director of the Bank,
until April 2010. Prior to been elected as a Chairman, I was
assigned the job of Executive Director for Investment in addition
to being a member of the Board’s Executive and Loan Committees.
During my tenure as a Chairman, The Bank reached the second highest
rating among Kuwaiti Banks, and its financial performance more than
doubled.
I was appointed as
a member of Kuwait Bilingual School Board of Trustees since the
school started.
From 2007 to 2010,
I was elected to Chair the “Kuwait Banking Association” Board of
Directors, which consists of Chairmen or Deputy Chairmen of
Kuwaiti Banks. During My tenure the Association was instrumental in
passing two important laws “The Consumer Debt Relief Fund” and the
“Economics and Financial Stabilization Law”. Among other major
achievement included the publishing of “Code of Ethics” and changing
the Name from the Union of Kuwaiti Banks, to “Kuwait banking
Association” to reflect more on the composition of its members which
includes non-Kuwaiti Banks operating in Kuwait.
I was a member
of the economic team formed by the Council of Ministers in
October 2008, and Headed by the Governor of the Central Bank to
“Counter the impact of the International Financial Crises on the
Kuwaiti Economy”. The discussions and the meetings were the basis
for “the Economics and Stabilization Law of 2009”.
In 2009, I also
served as a member of the Steering Committee to develop Kuwait
Institute for Scientific Research (KISR) Seventh Strategic Plan.
I also served as a
director in the Boards of Bank of Bahrain and Kuwait (2004 to
2008), National Technology Investment Company ( 2006 to 2008),
Kuwait Clearing Company (1997-2001), Housing Finance Company
(2002-2004), Kuwait Shipbuilding and Repair Company (1997-1999),
I started my Career
with Kuwait Institute for Scientific Research (KISR) in
December 1977, at the Techno-Economics Division where I had an
opportunity to work with some of best researchers in the fields of
economics, operations research and systems and industrial
engineering. In January 1988 I became the Manger of the Economics
Department. At KISR, I was part of the “Kuwait Economy Study”
were I served both as a member of the research team and the project
coordinator. The study developed a long term strategy for Kuwait
that depends on engaging on Value Added Activities, bigger private
sector role and less government ownership of the Business. I was
also as the Managing Editor of “Economics Issues”: A
quarterly publication that was published jointly with Kuwait
University. Some other studies that I participated in included
different areas of importance to the Kuwaiti Economy: Energy and
Environment, Housing and Construction, Electricity Pricing, and
industrial Incentives, and economics feasibility studies.
In 1992, I was
seconded to the “Public Authority for the Assessment of
Compensation for Damages Resulting from the Iraqi Invasion” (PAAC),
where I served as a Deputy Director General for Operations. I
helped in setting up the operations of PACC. We were able to submit
the first set of Claims in 1993 to the UN Commission.
In February 1994, I
was hired by Kuwait Petroleum Corporation (KPC) to establish
the newly created International Relations Department. The
Department played (among other things) an important role in studying
different oil production options for Kuwait, KPC international
relations with various countries, OPEC policies, and the Development
of the Oil Market.
In 1997, I decided
to move to the Private Sector, where I joined The Securities
Group Company, as an Assistant General Manager for Business
Development and then moved on to Commercial Bank of Kuwait, where I
served as Chairman and Managing Director.
During my career, I
had the chance to be a part of the Kuwait’s official delegation
to IPCC, OPEC, and accompanied His Highness the Amir and the Prime
Minister in Official Visits to South East Asia and Turkey. I also
accompanied several oil Ministers in their official visits to
various countries during my tenure at KPC.
I have been
invited to speak in many conferences as Keynote Speaker. I
also participated in many panel discussions in related to the
Kuwaiti Economy. Topics ranged from Kuwait’s long-term development
strategy, energy, industrial incentives, construction and housing,
and the financial and banking sector. I have published and/or
participated in many research papers, studies, or reports.
I had the honor of
serving as the Commander of the Kuwaiti Volunteers attached
to the US Army’s 82nd Airborne Division during Kuwait’s
Liberation War “Deseret Storm”.
Born on October 1st,
1954, I have been blessed with Good Education (BS. in
Industrial Engineering and Operations Research, Syracuse University
1977, MS 1982 and Engineers’ Degree both degrees in - Engineering
Economics Systems 1984, from Stanford University), and my family:
Golnar, the mother of my two children, Deena: (BA 2006 University Of
California –San Diageo, Masters in Public Policy ‘2011 Georgetown
University), and Sammy: (UC Berkeley -2010).
